Shorts are quicker and cheaper to produce, which is why they come with their own separate allowance. The 2-minute cap is the same on every plan, free included.

No, they are counted separately. On Pro, for example, you get 8 videos and 15 shorts each month. Using up your shorts does not reduce how many videos you can still make, and the other way around.
